The vocabulary of California private security, in plain English.
The 15 terms our dispatch team uses every day on fire-watch and loss-prevention posts — paraphrased in plain English for site managers, AHJ officers, and procurement teams. Mission Protection Services staffs every term on this page — under our California BSIS PPO license — from our Lake Forest dispatch center.
The glossary
15 terms, alphabetically grouped by topic.
We paraphrase rather than quote regulation — confirm the specific language with your AHJ before applying it to a specific site or impairment.
Fire watch
A dedicated guard posted during a fire-system impairment.
A continuous, on-site human watch kept on a building or jobsite while a fire-protection system is out of service — sprinkler outage, hot-work permit, post-incident window, or detector test. Required in California under Cal/OSHA Title 8 §3220 and on most AHJs (authorities having jurisdiction) when an impairment exceeds the bypass window. The guard logs hourly sweeps on a printed log book for the AHJ to countersign.
Cal/OSHA · Title 8 §3220
The California code section that sets fire-watch floors.
Title 8 §3220 of the California Code of Regulations defines the minimum fire-watch requirements in the state: a dedicated person on-site, a documented sweep cadence, a log book with date-and-time entries, and a stairway-and-aisle check before each work shift. Our fire-watch placements comply with §3220 by default.
NFPA 25
The standard for inspecting, testing, and maintaining water-based fire-protection systems.
NFPA 25 requires a "1-hour" temporary bypass for a small number of impaired sprinklers — beyond that, an AHJ-visible watch applies. A fire-watch placement typically begins when NFPA 25 impairments exceed the bypass tolerance.
NFPA 51B
Standard for fire prevention during welding, cutting, and other hot work.
51B defines the watch window for hot-work operations: the watch covers the work itself plus the cool-down period after the work ends. A continuous guard during and after hot work is required unless the site has a documented hot-work program with its own trained watcher.
NFPA 72
National Fire Alarm and Signaling Code.
The code governing fire-alarm system testing, including detector outages and smoke-evacuation drills. A detector-out window — even brief — typically triggers a fire-watch placement for the duration of the test.
AHJ · Authority Having Jurisdiction
The body that enforces the fire code on a given site.
The AHJ is the municipal fire marshal, building official, or CAL FIRE representative who adopts and enforces the fire code at a given address. Our fire-watch and loss-prevention placements shape documentation to whatever the local AHJ expects — not a one-size-fits-all template.
BSIS · Bureau of Security and Investigative Services
California regulator that licenses security guards and PPOs.
The state bureau within the Department of Consumer Affairs that issues guard registrations and Private Patrol Operator (PPO) licenses. Mission Protection Services is licensed as a PPO — verification page lists every active PPO with an expiration date and posted disciplinary actions.
PPO · Private Patrol Operator
A licensed company registered with California BSIS to provide contracted security services.
A PPO is the entity-level California license authority for a security company. Distinct from a single guard‘s guard card — the guard card covers the individual, the PPO covers the company. Our PPO number is 126825; verify it on bsis.ca.gov.
Power to Arrest
A training certification required for every BSIS-registered guard in California.
A required course for California guard registration that covers the legal limits on a guard‘s authority to detain, when to call 911, and how to preserve evidence. Every active Mission Protection Services officer holds a current Power-to-Arrest certificate on file.
Live Scan
Electronic fingerprint-based DOJ/FBI background check required for guard registration.
Live Scan is California‘s electronic fingerprint system — the modern replacement for paper cards — used to run California DOJ and FBI background checks. Each BSIS-registered guard has a current Live Scan on record and a cleared result before they‘re deployed to a post.
Loss prevention
Plain-clothes coverage to reduce inventory shrink, internal theft, and dock-side vulnerabilities.
A coverage discipline focused on inventory shrink — detecting internal and external theft, dock & receiving exposures, and SKU-level shrink trends. Our warehouse LP placements staff plain-clothes officers on the floor, route incident reports into the client‘s shrink dashboard, and surface monthly exception reports by SKU and shift.
Mobile patrol
A marked-vehicle randomized patrol that sweeps a property on a documented cadence.
A marked vehicle with rooftop amber lights that performs randomized sweeps of a property — vehicle lots, residential complexes, distribution yards, construction sites — on a documented cadence. Each sweep is GPS-stamped and signed off from the guard‘s phone; missed sweeps trigger a dispatch notification.
Dedicated guard vs. roving patrol
A single post vs. randomized sweeps across a property.
A dedicated guard stays at one fixed post for the entire shift (e.g. a lobby, a gatehouse, or a patrol station). A roving officer moves continuously between checkpoints or stations. Fire-watch placements are dedicated-guard (NFPA / AHJ require it). Open-property mobile-patrol coverage is roving-by-design.
Relief rotation
Scheduled handoffs so continuous coverage is staffed by multiple guards in shifts.
A relief rotation schedules handoffs so an offset or one-guard-per-shift scenario can produce continuous coverage across a 24h window. Most California fire-watch placements roll an 8- or 12-hour guard cycle; longer or impairment-heavy sites often require a 24-hour relief rotation.
GPS-stamped sweep log
A documented sweep ticker with timestamp, location, and observer signature.
A log entry capturing the guard‘s sweep at a given GPS coordinate with timestamp, signature, and notes. We surface each sweep entry in the client‘s dashboard in real time and download out of the platform at end of watch — the same audit-trailed cadence we apply across every post we staff.
